Southern African-German Chamber of Commerce and Industry NPC

Dear Ms. Heidel Bekker,

Over the last few weeks, the political and business atmosphere in the country has changed quite considerably.

On the positive side, South Africa was able to avoid a further ratings downgrade by Moody’s and the outlook changed to stable. Unfortunately, a possible outflow up to 100bn ZAR of invested funds did not happen.
However, the Rand strengthened and the SA Reserve Bank lowered the interest rate by 0.25%, another sign indicating a possible turnaround in the economic situation. As a result, the expected growth was increased to 1.7 % for 2018.

South African – German Trade relations reached a new high in 2017. According to the latest figures, published by the German Federal Statistical Office, trade between the two countries amounted to 16.78 bn Euro (approx. 245 bn ZAR). South African exports increased by 16 % to 7.2 bn Euro, while German exports reached 9.5 bn Euro (+8%).

However, there were also some developments that are cause for concern.
The discussion around the topic of “expropriation without compensation” heated up among investors, local and international. The discussion was accompanied by incidences of “land grabbing” in various parts of the country. Politicians from most parties were at pains to declare publicly that the situation would not get out of control and end up like in Zimbabwe. The fact is, that the discussion has caused a number of newspapers and other media in Europe to report on SA in a negative way. Quite a number of concerned existing and potential members have contacted the Chamber with inquiries in this respect. It is up to the political decision-makers in SA to provide clarity to a community of investors, who create much needed employment opportunities.

Another development, which could have a major impact for German companies in South Africa as well as South African companies, was the signing of the Continental Free Trade Agreement, which 44 countries signed almost 2 weeks ago in Ruanda. Although SA hasn’t sign it as yet, due to some administrative concerns, we expect that it shall be done in due course. The trade deal will be the largest free-trade agreement since the creation of the World Trade Organisation (WTO) and offers great opportunities for companies, which have adopted a regional African business strategy.

Wishing you peaceful and restful holidays,
I remain with best regards,

Matthias Boddenberg
